Are you kidding?  The page has three links right there that point to another page with tons of information and the link to the appropriate kits. You didn't say what you are migrating from so I can't give the exact link.

However, I am unsure of what this tool is.  If it is an early version of
Microsoft SQL Server 2005 Upgrade Advisor then you can find it here:

If you are looking into upgrade from SQL 2000 to SQL 2005, Upgrade Advisor
is your guy.
