Thanks, but this is the link I went to listed above.  It does not
explicitly say you can install the tools on a client box without a
license if you have a server license.  You can infer that from what it
says, but I would really like to find it spelled out.

Jim is referring to license requirements for having the SQL client tools
installed.
To be honest Jim, the original response given to you stated that the client
tools can be installed freely, providing a SQL server license is purchased.
I.e. You wouldnt need the tools if you didnt have a SQL server after all!
