You could use SQL Server 2000 enterprise manager to register and connect to a SQL Server 6.5 server as well as you coluld also use SQL Server 2000 Query Analyzer to execute TSQL commands. system catalogs to allow you to. You would need to use SQL2K QA and use TSQL commands.
