Under what conditions is 'Change Type' available? I used to use it a lot
with EM2000. If I choose 'Open Table' in Object Explorer then 'Change Type'
dropdown is grayed out.

Looks like you have to be in the Query Designer to get that
functionality.
1. From the toolbar, select new query
2. On the new query window, right click and select Design
Query in Editor
You can right click on the panes in this designer and select
Change Type.

Yes that's one very round-about way to get there. 'Change Type' on the
'Query Designer' toolbar is still grayed out.

Well...the most direct way is to not use the designer at all
and just type of the query though.
I can't explain why they changed some of the functions,
features in Management Studio.  I don't think MS can explain
it other some features are "being considered for future
release" type of thing.
You could check the product feedback center for more
information and see if it's listed:

Thanks for your time looking at this Sue. I appreciate it. Since the
toolbars seem to empower some intelli-sense I was just hoping there was a
way to make the button work. Also thanks for the link, I'll look around
there.

Here's the "answer"

We grayed out this option from our standard Query menu tool bar to avoid a
possible situation where you would select the Delete command and when
pressing the Execute button would result in the table data being deleted.

Yeah...I figured there would probably be something in there.
I haven't logged in since they changed the registration. I
still haven't figured out why they need a persons age,
address and such to be able to view feature requests, design
issues/bugs.......
