We have licenses to load SQL2005 on all our machines. It appears to load
BIDS as well - so this means all our users are free to use BIDS to design
reports?

SQL Server Reporting Services IS included in the license. And the Report
Designer is

My understanding is that any computer that has a SQL Server CAL can use the
Report Designer to access a properly licensed SQL Server.

You may wish to check with the VL folks to verify that assertion. (And
please let me know if I've mis-spoke.)
