Where can I get Enterprise Manager?

Are enterprise manager and query analyzer available for download? I
have a offsite developer who needs these tools but I hate sending the
SQL Server 2000 CD and the keycode just to install the tools.

Unfortunately, no -- they are only available with SQL Server. Why not get
this person a license for Developer Edition ($50)?
