can't install or uninstall dotnet framework

hi, I'm having problems trying to install the .NET framework.

Every time I try to run the installer I get a message saying
that the patch packet could not be opened.

Trying to uninstall doesn't work eiter.

At the moment the Add and remove programs control panel
shows two installed Dotnet frameworks. Some programs that require
..NET don't wotk properly, and I can't uninstall or repair.

Any ideas what I can do?
