When we try to install Enterprise Instrumentation Framework setup not
installing and it’s giving me the below error.

Error:
Product: Enterprise Instrumentation -- Error 1720. There is a problem with
this Windows Installer package. A script required for this install to
complete could not be run. Contact your support personnel or package vendor. 
Custom action IsDotNetInstalled script error -2146827859, Microsoft JScript
runtime error: Automation server can't create object Line 2, Column 1, 

I tried to fix the solution with help of Web search and Microsoft like
registering the scrrun.dll again, but unable to resolve this problem.

Required Softwares Installed on my machine:
Visual Studio .NET 2003 with .Net Framework 1.1
ASP.NET1.1 Service pack 1
Microsoft .NET framework 1.1 Service pack1
Internet Explorer 6.0 Service pack1
IIS

Because of this error we are unable to install the SASDK and this is the an
emergency issue.

we tried reinstall everything with different combination also not working.
Please help me on this issue.
