Does Framework 3.0 supercede WSE 3.0?

Framework 3.0 is largely the WinFX stuff (WCF, WF, and WPF). There are a few
more bits. It sits on top of .NET Framework 2.0 and adds additional
functionality.

WSE 3.0 is the web service extensions for implementing WS-* standards.

They are two different things.
