which version of visual studio would we need to use Windows Workflow foundation?

Hello,
in our windows sb server 2003 enviroment with sql server we consider
to map our workflow with the .net3 windows workflow foundation
component. What license of visual studio would we need to build
workflow-based applications - express, standard, professional, or even
team system?

Standard or higher. The WF extensions are not supported for the Express editions.
