Proxy servers and .NET

Is there any way in the BCL to detect what proxy server settings are
configured through IE (i.e. Tools-Internet Options->Connections tab->LAN
Settings->Use a proxy server for your LAN...)?

Furthermore, if a proxy server is problematic (i.e. non-existant or is
intermittant), is it possible for the BCL to distinguish between a bad
network connection (e.g. a disconnected NIC) and a bad proxy server (e.g.
unreachable proxy)?

Any thoughts?

Thanks.
