IIS 5.1, Framework 2.0, load a program remotely

Hello,
I have a .net program that runs a program in the foreground when the user is
completed a task. The program appears in the task bar correctly by setting
the IIS Admin service to "allow service to interact with desktop", and
setting the processModels, userName to SYSTEM in the machine.config file
running Framework 1.1 and IIS 5.1. When I install Framework v2.0.50727 the
program now runs in the background.

Using Framework 2.0 is their a way to continue to allow the program to run
in the foreground.
