Yes.  Vista will have the 3.0 framework "built-in".

Will apps written to the 2.0 Framework work with 3.0 or will both 2.0 and
3.0 have to be installed?

Yes any 2.0 app should run on 3.0.  .net framework 3.0 is not an update
to 2.0 instead 3.0 adds several libraries (formerly called WinFX).

In addition, at least with 1.0/1.1/2.0, multiple frameworks could be
installed.  So, a 1.1 app continued to use the 1.1 framework even after
installing 2.0.
