I have created a setup project using VS 2005. 

If I install my application on another machine using an administrator
account and then log onto that machine as a limited user, the windows
installer keeps popping up when I click on the shortcut to my application
that the setup project created.

There are two problems with this:
1. The installer cannot access the [EXEName].Installstate file.
2. I have some custom actions that require administrator rights.

The problem goes away if I manually create and use another shortcut to my
application or when I click on the application exe file directly.

Is manually creating a shortcut my only option?, or is there a setting that
I am missing in my setup project?
