Why Visual Basic 2005 does not let refactoring as C# does?

My question has not been answered. y real question is why both languages has
been designed in a different way in their refactoring topic. I know that an
add-in exists for Visual Basic.

But, why do we need that? The logical situation could be that C# and VB
behave on the same way.

I haven't seen anything from Microsoft that says that C# and VB should behave
the same way.  To the contrary, I've seen writings that suggest C# will continue
to diverge.
