KB917283 Update Failed

You know, I'm not even sure what this dot-net-framework business is all
about.  I do know that I had to download and install it before I could run a
third-party program, but I haven't a clue as to what this .NET program does.

Now, having said that, I do subscribe-to and install all Automatic Updates,
but one of them, KB917283, specifically for .NET, will not install.  I keep
getting it automatically, it keeps trying to install itself, but it just
can't do it.  What's more, it simply says "update failed," with no clue as to
what went wrong.

What do I do?

I gave up on trying to install it.  Same problem as you.  Even the manual
install would get about half way and crash.

I turned off the Automatic Updates "feature" and all is well now.

I have done the same thing, except I turned off just that update.  This lets
me receive all other automatic updates, but that particular one won't try
downloading again.  Turning off these updates selectively is one of the
options under Custom Install.  There's a box to check within the description
of that update to not show it again.

I have the same problem with certain updates for MS Office, so I have
selectively turned them off too.
