Enterprise Library Configuration Encryption Key Problem

I have written an application that uses the Application Configuration block
for storing settings for my application. I am storing User ID's and
Passwords so I need to encrypt the file. I am using DPAPI mode using
machine settings.

I have also created a setup routine to distribute this application and when
I try to write to the configuration block, I get the error "Key not valid
for use in specified state". Does anyone know what this means? I've used
the Application Configuration block before, but never encrypted. What am I
missing?
