Manage network on tablet pc

Hi,
i have a problem to solve,
i have to create a program for tablet pc that is able to manage network
connection switching trough a network adapter to another one using API of
windows xp tablet pc.
Is there anyone able to help me?
PS: in tablet pc newsgroup said me that is an argument about
dotnet.framework.wmi... Can i install framework .NET on a tablet pc? which
are the components that i have to install to solve my problem?
