Why Multilanguage .Net framework?

When I download the .Net framework from the Microsoft website, there is a
combo box that allows me to select different languages.

My first question is, why does the .Net comes in different languages, isn't
the .Net framework just code? Is the only different between the different
download just a different resource file?

My second question is, can a computer running a Spanish version of windows
install the English  .Net version of the .Net framework? Just curios

No.

Pretty much.

Yes. But a Spanish user will not be happy when confronted with an English
message.
