differences between a user control and a custom control

is this correct to say that the difference between a user control and a
custom control is that a custom control supports the design time better, or
is there other differences?

The biggest difference is that a UserControl can be visually designed using
the designer. In other words, when creating a custom UserControl you can
drag and drop other controls from the toolbox onto a design surface.
