installing .net 2.0 x86 redistributable problems

I am trying to install .net 2.0 redist on a client's machine. This is the
lowliest computer in their whole company - with only 128MB RAM and Windows
2000 SP4 on it. About 700 Mhz. But that meets the requirements.

I keep getting this error during the install when it is registering files.
Error 25015: Failed to install assembly
'C:\WINNT\Microsoft.NET\Framework\v2.0.50727\Microsoft.VisualBasic.Vsa.dll'
because of a system eror: Access is denied.

I am an admin. I have disabled all anti-virus protection. I have disabled
the DTC services. I have tried to install from a network drive and directly
from the web. I have installed Windows Installer 3.1. There were never any
pre-release bits of this on the machine. It DOES have .net 1.1 and .net 1.0
on it with all service packs.

I see various complaints about this on forums and blogs. I have tried all of
the suggested solutions.

I think having a p.c. with minimal resources to test on is a good thing
since many of our apps get installed on employees home computers and this
gives me a good benchmark.

Short of upgrading the computer, is there anything else I should be trying?
Or just anyway to SKIP OVER this particular problem and deal with any need
for that namespace in a different way?
