how to set condition for creating desktop shortcut after install on the user desktop

Is there a way to place a desktop shortcut after install on the user
desktop, only if the user wants it (i.e. checkboxed through the install
UI)? I have tried User's Desktop Conditions but they do not seem to
work properly...
Is there any solution for this?
Any type of help will be highly appreciated.
