The Following Updates were not installed: Microsoft .NET Framework 1.1

  This is the message I get when I try to download an update using windows
update. How can I fix this so I can download the update?

Willie,

When a Windows Update won't install properly, it's usually one of two
things:
* The hard disk may be full, or close to full. Clean it!
* The system may just need to be rebooted. Sometimes after a reboot, the
update will work.

If it's not either of those, then try checking the log files in C:\WINDOWS\.
WindowsUpdate.log (or Windows Update.log) may have information, and there
should also be log files for any/all Windows Updates you've installed, so
you can pick through them to see if you find anything.

I downloaded it and it asked for me to put in the CD and my computer did
not come with that CD so I said no and I got a error message that said:

I have the same problem, but because I'm dutch so I get a dutch error-message:
De Windows Installer Service kan de upgradepatch niet installeren omdat het
programma voor de upgrade ontbreekt, of omdat de upgradepatch een upgrade
uitvoert van een andere versie van het programma. Controleer of het programma
voor de upgrade zich op de computer bevindt en of u de juiste upgradepatch
hebt.

Roughly translated this means:
The Windows Installer Service can not install the upgradepatch because the
program for the upgrade is missing, or because the upgradepatch performs an
upgrade of a differrent version of the program. Check wether the program for
which the upgrade is intended is present on your system and wether or not you
have downloaded the correct upgradepatch.

So, appearently the file downloaded is only an upgrade and not the whole
program, or is it?

Where to find the whole program?

When I try the install the .net framework 1.1 sp1, I get a "System
Reflection Target Invocation Error SL3AA.TMP" and asked to open the
debugger. Here is the output of the debug:

I have reinstall .Net Framework 1.1 manually and through Add/Remove
Programs:

I have also debug with this article's suggestions to no avail:

But keep getting the same error.  I've tried stopping IISAdmin before
install, turned on logs, and ran from command prompt, (all with many
reboots in between) but always failed with same error.  I have the
logs I can send. 

It looks like the install is looking for v1.0.3705 but the log files
works within v1.1.4322.  Example of log:
