ORA-12154 connecting to Oracle XE database

I have Oracle XE installed on my workstation, which is running Windows XP
Professional x64. I can connect to the database through the Oracle interface
or through Toad, but I cannot connect to it through Visual Studio 2005.

In a new project, I add the reference to Oracle.DataAccess. When I try to
add a new datasource, i select Oracle Database(OracleClient) as the
datasoure, set the server name to XE, enter the user and password, then click
the test connection button. The result is the ORA-12154 error, TNS could not
resolve the connec identifier specified.

The problem may have to do with the WinXP x64 operating system, as I don't
have the same problem on a system with just WinXP.

Any ideas on how to resolve this problem?
